The chemical trails serve two basic purposes. While within these two main objectives are variations and different programs, people new to this topic should be pointed towards researching:

1) weather modification {including geoengineering and other frankensciences}
2) the military industrial complex with its determination to "own the weather"

Here is an interesting law "chemmies" might be able to use to help us get to the bottom of the blatant aerial obscurations. If we can show that certain aircraft are altering the skies, we can force the various authorities to inform us who is exactly behind the aircraft. Where is the necessary legal documentation allowing this to take place? If there are no records, then the following law below will have been broken. So show us the records or start keeping them, because no one should be above the law.

WEATHER MODIFICATION ACTIVITIES OR ATTEMPTS: REPORTING REQUIREMENTS

Section 330. Definitions
As used in this chapter -
(1) The term "Secretary" means the Secretary of Commerce.
(2) The term "person" means any individual, corporation,
company, association, firm, partnership, society, joint stock
company, any State or local government or any agency thereof, or
any other organization, whether commercial or nonprofit, who is
performing weather modification activities, except where acting
solely as an employee, agent, or independent contractor of the
Federal Government.
(3) The term "weather modification" means any activity
performed with the intention of producing artificial changes in
the composition, behavior, or dynamics of the atmosphere.
(4) The term "United States" includes the several States, the
District of Columbia, the Commonwealth of Puerto Rico, and any
territory or insular possession of the United States.

Section 330a. Report requirement; form; information; time of submission

No person may engage, or attempt to engage, in any weather
modification activity in the United States unless he submits to the
Secretary such reports with respect thereto, in such form and
containing such information, as the Secretary may by rule
prescribe. The Secretary may require that such reports be submitted
to him before, during, and after any such activity or attempt.



Section 330b. Duties of Secretary

(a) Records, maintenance; summaries, publication
The Secretary shall maintain a record of weather modification
activities, including attempts, which take place in the United
States and shall publish summaries thereof from time to time as he
determines.
(b) Public availability of reports, documents, and other
information
All reports, documents, and other information received by the
Secretary under the provisions of this chapter shall be made
available to the public to the fullest practicable extent.
(c) Disclosure of confidential information; prohibition; exceptions
In carrying out the provisions of this section, the Secretary
shall not disclose any information referred to in section 1905 of
title 18 and is otherwise unavailable to the public, except that
such information shall be disclosed -
(1) to other Federal Government departments, agencies, and
officials for official use upon request;
(2) in any judicial proceeding under court order formulated to
preserve the confidentiality of such information without
impairing the proceeding; and
(3) to the public if necessary to protect their health and
safety.




Basically, all the activities witnessed appear to be violations of United States law, unless they have already been documented.

Since the *******, star wars missile defense and other "space programs" are getting an undeserved backing by duped brownshirts, we may want to force them to take another look at this international treaty.

Regulations on Administration of Weather Modification, adopted at the 56th Executive Meeting of the State Council on March 13, 2002, are hereby promulgated and shall be effective as of May 1, 2002.

Regulations on Administration of Weather Modification



Article 1 These Regulations are formulated in accordance with the relevant provisions of the Meteorology Law of the People's Republic of China for the purpose of strengthening the administration of weather modification, and preparing against and mitigating meteorological disasters.

Article 2 Weather modification activities carried out in the territory of the People's Republic of China shall be in conformity with these Regulations.

Article 3 For the purpose of these Regulations, "weather modification" refers to the activities carried out for rain or snow enhancement, hail suppression, rain suppression, fog dispersal, or frost protection by exerting, under appropriate conditions, artificial influence on local atmospheric physical and chemical processes through scientific and technological means, so as to mitigate or avert meteorological disasters and properly exploit climatic resources.

Article 4 The competent meteorological departments shall, in light of the scale and impact of weather modification operations, arrange for the implementation of, direct and administer such operations under the leadership and coordination of local people's governments at or above the county levels in places where such activities are carried out.

Article 5 Work plans for weather modification shall be made for conducting activities in this field. Work plans for weather modification shall be prepared by local competent meteorological departments concerned in consultation with relevant departments at the corresponding levels, and be implemented after submission to and approval by the people's governments at the same levels.

Weather modification conducted under work plans for weather modification approved by the people's governments concerned is of public welfare, and expenses required therefor shall be included into the budgets of the people's governments at the corresponding levels.

Article 6 Weather modification operations shall be implemented under appropriate weather and climatic conditions, while local needs for preparing against and mitigating disasters and results of such operations shall be taken into full account.

Article 7 The State encourages and supports scientific and technological research of weather modification and extended application of advanced technologies thereof.

Local people's governments at or above the county levels shall organize experts to evaluate the effects of weather modification operations, and grant awards to or impose penalties upon relevant units providing basis for decision-making based on the evaluation.

Article 8 Sites for weather modification operations shall be determined by the competent meteorological departments of provinces, autonomous regions, or municipalities directly under the Central Government jointly with the relevant flight control departments in light of local climatic features and geographical conditions and in accordance with the Civil Aviation Law of the People's Republic of China and the General Flight Rules of the People's Republic of China.

Article 9 Units engaged in weather modification operations shall meet the qualification requirements defined by the competent meteorological departments of provinces, autonomous regions, or municipalities directly under the Central Government.

Article 10 Persons engaged in weather modification operations may not implement such operations until they have received training and passed the exams organized by the competent meteorological departments of provinces, autonomous regions, or municipalities directly under the Central Government.

A copy of the name list of persons engaged in weather modification operations by using anti-aircraft guns and/or rocket launchers shall be sent by the competent meteorological department in the place where they reside to local public security organ for the record.

Article 11 Where anti-aircraft guns and/or rocket launchers are used in implementing weather modification operations, the local competent meteorological departments at or above the county levels in the places where such operations are carried out shall submit an application to the relevant flight control department for air space and time period for the operations.

Where aircrafts are used in implementing weather modification operations, the competent meteorological department of a province, autonomous region or municipality directly under the Central Government shall submit an application to the relevant flight control department for air space and time period for such operations; the aircrafts needed therefor shall be supplied by the military or civil aviation authorities in a way as determined through consultations by both demanding and supplying parties; the airport authorities and other departments concerned shall provide necessary support according to the work plan for weather modification.

The flight control department concerned shall, upon the receipt of the application, promptly make a decision and give a notice to the applicant.

Article 12 Weather modification operations shall, in strict compliance with the operational norms and procedures formulated by the competent meteorological department of the State Council, be implemented within the approved air space and time period, and be subject to the direction, administration and supervision of local competent meteorological departments at or above the county levels, so as to ensure the safety of the operations.

Where weather modification operations are to be implemented, the local competent meteorological department shall, on the basis of the actual situations, make a public announcement in advance and notify the local public security organ to ensure the safety and security.

Article 13 Meteorological offices and stations in places where weather modification operations are implemented shall, without delay and free of charge, provide the observed meteorological data, information and forecast that are needed for such operations.

Relevant departments in charge of agriculture, water conservancy and forestry shall, without delay and free of charge, provide data relating to the status of disasters, hydrology, fires, etc. that are needed for weather modification operations.

Article 14 Where weather modification operations are to be implemented crossing the boundaries of different provinces, autonomous regions or municipalities directly under the Central Government, the relevant people's governments of the provinces, autonomous regions or municipalities directly under the Central Government shall make a decision thereon through consultation; if no agreement is reached through consultation, the decision shall be made by the competent meteorological department of the State Council in consultation with the relevant people's governments of the provinces, autonomous regions or municipalities directly under the Central Government.

Article 15 Rocket launchers, shells and rockets used for weather modification operations shall be manufactured according to the relevant compulsory technical standards and requirements of the State by the enterprises designated by the competent meteorological department of the State Council jointly with other departments concerned.

Where the equipment referred to in the preceding paragraph are to be procured for implementing weather modification operations, the competent meteorological departments of the provinces, autonomous regions or municipalities directly under the Central government shall organize the procurement in accordance with the relevant provisions of the State on government procurement.

Article 16 The transportation and storage of anti-aircraft guns, rocket launchers, shells and rockets used for weather modification operations shall be subject to the laws and regulations of the State on the administration of weaponry and explosives. Shells and rockets used for implementing weather modification operations shall be stored with the help of the military forces and/or local arm-the-people departments; if they are to be transported, the departments concerned shall go through the formalities in accordance with the laws and regulations of the State on the administration of weaponry and explosives.

Article 17 The competent meteorological departments of provinces, autonomous regions and municipalities directly under the Central Government shall organize an annual verification of anti-aircraft guns and rocket launchers used for implementing weather modification operations; those that fail to pass the verification shall be promptly checked and repaired, and those that fail again to meet the technical standards and requirements after the check and repair shall be scrapped.

Article 18 The following acts are prohibited:
(1) transferring equipment for weather modification operations to units or individuals that are not authorized to implement weather modification operations;
(2) using equipment for weather modification operations for activities not related to weather modification; or
(3) using equipment that fails to pass the annual verification, exceeds the expiration date or is scrapped.

The transfer of the equipment for weather modification operations between the units that are engaged in weather modification operations shall be submitted to and approved by the relevant competent meteorological departments of provinces, autonomous regions or municipalities directly under the Central Government.

Article 19 Any unit or individual that, in violation of the provisions of these Regulations, commits any of the following acts, thus causing serious consequences, shall be investigated for criminal liability in accordance with the provisions of the criminal law on the crime of causing an accident in the control of dangerous articles, the crime of negligently causing a serious accident or other crimes; if the act is not serious enough for criminal penalty, the competent meteorological department concerned shall, in light of its administrative powers, order to make rectifications and give a warning; if the circumstances are serious, the qualifications for weather modification operations shall be revoked; if losses are caused, the violator shall bear liability for compensation in accordance with law:
(1) violating the operational norms or procedures for weather modification operations;
(2) implementing weather modification operations beyond the approved air space and/or time period;
(3) transferring equipment for weather modification operations to units or individuals that are not authorized to implement weather modification operations;
(4) units engaged in weather modification operations transfer equipment for weather modification operations among themselves without approval; or
(5) using equipment for weather modification operations for activities not related to weather modification.

Article 20 Where weather modification operations are organized and implemented in violation of the provision of these Regulations, thus causing extraordinarily serious safety accidents, the responsible persons of the competent departments concerned, the persons in charge who assume direct responsibilities and other persons directly responsible for the violation shall be punished in accordance with the Provisions of the State Council on Investigation for Administrative Responsibility for Extraordinarily Serious Safety Accidents

Article 21 The specific measures for administration of weather modification activities carried out for military purposes shall be formulated by the Central Military Commission.

Article 22 These Regulations shall be effective as of May 1, 2002.



Environmental warfare
Environmental warfare is "defined as (1) the intentional modification of a system of the natural ecology, such climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) (2) to cause intentional physical, economic, and psycho-social, and physical destruction to an intended target geophysical or population location, (3) as part of strategic or tactical war....


ENMOD

Reference to "environmental warfare" is often made as to ENMOD for "environmental modification techniques".

"The term for enviromental modification by humans is ENMOD. It refers to altering ocean currents, depletion of the ozone layer or production of greenhouse gases. Since 1946 ENMOD has included weather modification, primarily via cloud seeding in attemptes to remove fog from airports, make it rain and augment snowpacks. In the 1950s, ENMOD held a convention to prohibit nations from using weather modification as a weapon. Since the 1960s governments have tried to alter the upper atmosphere by dumping copper needles into the ionosphere trying to create an artificial ionospheric to enhance the reliability of radio communications. They also tried launching chemicals and suggested bacteries as well for communications enhancements. In the 50s and 60s 300 megatons of nuclear bombs were exploded in the atmospheres which released large amounts of charged and radioactive particles as well as over 40,0000 electromagnetic pulses. Between 1962 and 1983 hurricane modification experiments tried seeding with silver iodide which seemed to reduce peripheral winds by 10%.

"Today radio frequency technology is attempting to use ionospheric heating to change temperature and alter weather. Heating the ionosphere (35 miles above the surface) can have the effect of reducing the air density in the region beneath the heating (as the column of air rises). This would be an effective defense weapon as incoming missiles would lose trajectory and fall short of their mark. Radio waves used to heat the ionosphere would interact with the charged particles found at that altitude. This would create a magnetic phenomena known as a mirror force which would push that section of air upward and outward. The radio waves could change the atmosphere to act as a lense for focusing sunlight and heat a specific part of the earth or manipulate local wind patterns. It could alter jetstream patterns to increase rain in drought areas and even reduce devastating hurricanes. There is a device on the drawing boards to accomplish just this. The caution is that by fooling around with nature, we may unleash irreversible damage and change our entire planet's atmosphere." ....

Executive Summary

In 2025, US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather-modification system to achieve military objectives rather than to provide a detailed technical road map.

A high-risk, high-reward endeavor, weather-modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather-modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary. Some of the potential capabilities a weather-modification system could provide to a war-fighting commander in chief (CINC) are listed in table 1.

Technology advancements in five major areas are necessary for an integrated weather-modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques. Some intervention tools exist today and others may be developed and refined in the future.

Current technologies that will mature over the next 30 years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale. Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather-modification ability into a capability.

In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. These levels could include unilateral actions, participation in a security framework such as NATO, membership in an international organization such as the UN, or participation in a coalition. Assuming that in 2025 our national security strategy includes weather-modification, its use in our national military strategy will naturally follow. Besides the significant benefits an operational capability would provide, another motivation to pursue weather-modification is to deter and counter potential adversaries.

In this paper we show that appropriate application of weather-modification can provide battlespace dominance to a degree never before imagined. In the future, such operations will enhance air and space superiority and provide new options for battlespace shaping and battlespace awareness.1 "The technology is there, waiting for us to pull it all together;"2 in 2025 we can "Own the Weather." ....




The Limits of Inside Pressure: The US Congress Role in ENMOD

The US Congress played an important role influencing US policy on ENMOD. In the early 1970s the Senate and House conducted hearings on the use of the environmental a weapon of war. While Agent Orange and other herbicides were visible, mostly public manifestations of systematic environmental alteration, the Congress was instrumental in uncovering Operation Popeye, the top secret US weather modification program in Southeast Asia. A strong stand by several legislators was important convincing the Ford administration to negotiate. Sadly, some of the Congressional instigators of ENMOD, such as Claiborne Pell, were also used by successive US administrations. Pell and other treaty supporters had to swallow their disappointment in the troika and ENMOD's other weaknesses - some of which were introduced by the US - as they convinced their colleagues to ratify.

Stockholm Wins a Congressman

1972 was a important year in the evolution of environmental law and consciousness. The landmark UN Conference on the Human Environment (Stockholm, June 1972) had an observable effect on the US Congress. Gilbert Gude, a Congressman from Maryland, was an observer on the US delegation. Gude was invited to the Senate to testify in July, 1972, a few weeks after returning from the Stockholm conference. Gude testified:

Why should we be so alarmed about a technique that it is not nearly as lethal as other forms of warfare? There are several reasons. First, there are distinct command and control problems associated with geophysical warfare and weather modification in particular. We simply do not have the effective short or long term control over the climates of the world. We can create disturbances, but as civilian experiments have shown, control is not very precise. In a military environment, control over the results of weather experimentation is even more uncertain.

The command problem is not less acute. Since the technology do date does not involve great expense or sophisticated equipment, it is not difficult to imagine the use of weather modification by many different military subunits. In fact, there have been reports that we have trained the South Vietnamese to use weather modification. There are no double-key safing mechanism here, no exclusive possession as with nuclear weapons.

We must also consider that the use of weather modification is potentially indiscriminate. Unlike other weapons, the winds and seas are not so directable that we can discriminate between one target and another. By their nature, they are areawide weapons. We cannot flood only military targets or cause droughts in areas producing only military rations. The technology will be used against people regardless of their uniform or occupation. Weather modification will inevitably strike civilians harder than nearby military objectives. Will rain along the Ho Chi Minh Trail succeed where years of bombing has not?

And what will it exact from agrarian societies along its path, both friend and foe?

The issues of command and control, and the discrimination highlight another disturbing characteristic of weather modification, the difficulty of detection. Unlike other weapons, it may be possible to initiate military weather modification projects without being detected. In other words, the military results may not be visibly tied to the initiating party. This raises the possibility of clandestine use of geophysical warfare where a country does not know if it has been attacked. The uncertainty of this situation, the fear of not knowing how another country might be altering your climate is highly destabilizing.

I can also envision other possibility. Suppose, for example, that a US plane flies a routine, non military mission near Chile, Egypt, or Tanzania and by some quirk of fate a major earthquake, flood, or forest fire occurs in one of these countries. Because we have been tinkering with geophysical warfare, we could be charged with creating that environmental calamity due to the mere proximity of the U.S. aircraft. Propaganda would echo around the world. There is ample precedent to believe that this would happen. We need only to remember the incident during the Korean war when the North Koreans unjustly claimed that we were using poison gas.

Operation Popeye first came to public light in March 1971, when reporter Jack Anderson published a story based on a secret 1967 memo from the Joint Chiefs of Staff to President Johnson. The memo read: "Laos operations - Continue as at present plus Pop Eye to reduce the trafficability [sic] along infiltration routes & Authorization requested to implement operational phase of weather modification process previously successful tested and evaluated in some area". (US Senate, Subcommittee on Oceans and International Environment; 26 July 1972; p. 5).

Members of Congress pressed the Pentagon to unveil details of the weather modification program. Senator Claiborne Pell, chairman of the Senate Subcommittee on Oceans and International Environment, and later chairman of the Foreign Relations Committee, was the engine behind that effort, although there were others, both in the Senate and the House, who devoted energy to it.

Rainmaking operations were a source of concern not only because the impact of the operations themselves, but because they were seen as opening the door to a new and dangerous type of warfare. Severe rains and typhoons in North Vietnam in 1971 added to concern, a link to the U.S. cloud seeding operations was suspected. According to Pell:

Rainmaking as a weapon of war can only lead to the development of vastly more dangerous environmental techniques whose consequences may be unknown and may cause irreparable damage to our global environment. This is why the United States must move quickly to ban all environmental or geophysical modification techniques from the arsenals of war...


Oh, it's Agent Orange (and Others) Again

When the Pentagon disclosed Operation Popeye, Senator Pell also raised the issue of herbicides (Agent Orange, etc.). Dennis Doolin and General Furlong, both Deputy Assistant Secretaries of Defense, together asserted that the extensive spraying of herbicides had not caused lasting damage. They based their position on a study conducted by the National Academy Sciences.

Pressing further, Pell queried about forest clearinng with "Rome Plow" tractors and about alleged airdrops of an emulsifier to create mud on trails in Laos. The officials denied that Rome Plow damage was extensive and, interestingly, suggested the emulsifier story was true; but that it was an impractical experiment. According to the Assistant Secretaries the Defense Department was not involved, and that another, unnamed, US government agency may conducted emulsifier experiments. (US Senate, Subcommittee on Oceans and International Environment; 20 March 1974; p. 122. The unnamed agency was, presumably, the CIA.)

Pentagon Resists Giving Up Environmental Modification

While elected officials in Congress were pressing an international agreement on hostile environmental modification, the armed forces resisted renouncing this kind of weapon.

Standing supporters of environmental warfare were to be found in the US armed forces. Prominent among them was Admiral Pier Saint-Amand of the Naval Ordinance Laboratory in China Lake, California (which conducted the research on cloud seeding to enable Operation Popeye). In 1969, while Popeye was still Top Secret, Saint-Amand testified that he endorsed weather manipulation as a weapon. The Admiral saw giving the US Navy and other forces a diverse capability to modify the environment as a mission for his Laboratory:

"Primarily the work is aimed at giving the US Navy and the other armed forces, if they should care to use it, the capability of modifying the environment, to their own advantage, or to the disadvantage of an enemy. We regard the weather as a weapon. Anything one can use his way is a weapon and the weather is as good a one as any."

Five years later at a January 1974 hearing, Saint-Amand remained unprepared to give up. The Admiral reaffirmed his conviction that environmental warfare should be developed and available to the US, because "The potential exits that over the years, the application of geophysics to warfare could become a very important tool." (US Senate, Subcommittee on Oceans and International Environment; 25 January 1974, p. 47)

Saint-Amand and colleages in the Pentagon found no moral inadequacies in environmental warfare. Rainmaking, they suggested, is more humane than bombing. Moreover, they said, even if weather modification is used to increase the effectiveness of bombing by clearing the target area, it is not a problem because bombing is not prohibited.....


Future Technology

The perception prevalent among the executive branch and armed forces leaders in Washington was that the type of technologies that ENMOD should prohibit were yet to be developed. ENMOD was a futuristic treaty, preventing catastrophes resulting from technology as yet unavailable. A corollary to that belief was the administration's claim that US weather modification activities in Vietnam would not amount to a violation of ENMOD.

Many officials thought that the technology required to carry out the type of activities that would reach the threshold, and therefore would be banned by the convention, had not yet being developed. For instance, the State Department's Thomas Pickering told Congress:

At the time when the world is becoming more and more concerned about protecting and preserving our environment, it is a significant step to have negotiated this convention which is aimed at prohibiting the manipulation of the environment as a weapon. While the intentional modification of the environment can be done only on a local and small scale at best, we scarcely need to remind ourselves that in our era technology can advance to make possible actions which would cause hitherto inconceivable environmental consequences.

So we believe it wise to outlaw what is commonly called environmental warfare, before it has a real chance to be developed significantly for military purposes, with potential disastrous consequences.

Chemtrails are all about making grids, creating a fake canopy, which eventually blends into the milky-white ********. They are usually generally "sprayed" at about the same altitude.

These aircraft in this video do not seem to be at cruising heights, they do not seem so high up where persistent contrails can form with the right atmospheric conditions. And we are all waiting for the proof from "debunkers" that aircraft "contrails" have created these fake overcasts in the past. We all know that the military has had this capacity for many decades. Why is there no proof that chemtrails are contrails? Why haven't "debunkers" been able to show regularly scheduled commercial aviation creating the sky mess?

This next video is very artistic, but I do recommend that people watch it from beginning to end. It really makes one think. It really kind of puts into the nutshell this idea of chemtrails as being parts of large grids where the intent is to saturate the skies with fake overcasts and haze.

Next they will be saying that chemtrails are due to increased Chinese aerosols and African dust. Next they will be saying that with global warming, there is now more moisture for pollution particulate nuclei and more airliner traffic than ever. But when this propaganda finally emerges, one may wonder how us "chemmies" have been on this topic for ten friggin years, myself about six years. These buggers with their covert aerosol operations, they have been so busy with their chemtrails are kooky nonsense, that they have forgotten the importance of having scientific explanations/propaganda to explain what "chemmies" have seen for years.

Chemtrails really seems to be coming to a head. Something definitely has to give. I doubt chemtrails is like the Curse of the Bambino, where one might have to wait 86 years for some exposure, accountability, justice, and closure.

I love nature, there is nothing like the smell of dirt as the ground begins thawing after a long winter or the excitement of seeing seedlings poke their heads out of the ground for the first time; I guess part of me is still the kid that likes to dig in the dirt. I also believe that spending time in nature is a great way to connect with God and the flow of life and creativity that exists on the earth. Although my joy this year has been hampered by the sight of the planes overhead littering the skies with ropey trails and the accompanying sense of confusion and dismay that other people don’t see them, don’t care or don’t know.

Yes I’m talking about chemtrails, I've written a few other articles about them, which have received minimal attention, but still I persist. (1) (2) (3) Since I haven’t come to any conclusions in my own mind and thoughts of chemtrails send me into metaphysical theory, I’ve reached out to others in the very small field of study. Dr. Stephen D. McKay recently sent me an email and shared the news that he has been contacted by the BBC and Channel 4 in the U.K. to work on two documentaries about weather modification and geo-engineering projects, including the chemtrail issue. And yesterday I received his findings after six years of research into the subject.

Dr. McKay (photos) believes there are four ongoing projects in our atmosphere, “The first project is an effort to block the rays of the sun from hitting the earth including the ultra violet radiation that will come through without an adequate layer of ozone in the upper regions above the earth. This, it is hoped, will lower temperature on the surface of the earth and block ultra violet radiation from causing skin cancer in humans. The aerosol is probably aluminum oxide or a compound that would have similar properties.”

“The second and most secretive project is the United States Navy's, RFMP, Radio Frequency Mission Planner, military program. The RFMP is the system name given to a group of computer programs and one of the supporting, subprograms within the RFMP system is called the VTRPE computer program. VTRPE is an acronym that stands for Variable Terrain Radio Parabolic Equation, It is a computer Radio Frequency propagation program that deals with radio waves and enables the RFMP system to visually see the battlefield terrain in 3 dimensions (3-D) on a television screen. The RFMP system also depends on satellites to feed their images of the battlefield into the RFMP system to be combined with the battlefield picture painted from the ground thus producing 3-D images.”

”By providing an extremely interactive and visual (television type radar screens) environment, the Radio Frequency Mission Planner, RFMP system allows the computer operator to develop familiarity with the "Radio Frequency" environment before a battlefield war mission occurs by playing a variety of "what-if" virtual warfare scenarios on his computer screen. Since all major modes of Radio Frequency propagation are modeled in his computer, (RFMP system), special, sometimes counter- intuitive, cases can be examined in detail and exploited during a warfare battle mission.”

”The VTRPE computer program only worked accurately over water and along coastal areas but not over land masses because the system's radar waves required an atmospheric condition known as "ducting", over land, to operate accurately.”

”The government and military solved the "ducting" problem by releasing an aerosol, a mixture of barium salts into the atmosphere over America. They made an atmospheric RF duct with a base of barium aerosol from aircraft. The chemical and electrical characteristics of the mixture will cause water moisture to stay in clouds. Again, the aerosol sets up an electrical and chemical environment that supports RF ducting for the RFMP / VTRPE warfare system. Fibers with barium may support ducting. The mixture of barium salt aerosol when sprayed in a straight line will also provide a ducting path from point A to point B and will enable high frequency communications along that path, even over the curvature of the earth, in both directions. Enemy high frequency communications can be monitored easier with the straight line A to B ducting medium.”

”The third project also utilizes the mixture of barium salts in the atmosphere. Weather control is a project of the U.S. Air Force and utilizes Nikola Tesla concepts of radio frequency radiation (HAARP) against the ionosphere above the earth. Fragile life support systems in our environment are being manipulated, tested and altered by government for military advantage. Air Force documents implied, "the risks are high but the rewards are worth it." The mixture of barium salts, supporting moisture, is encouraged along the weather fronts and manipulated in a control fashion. It is believed microwave energy is also utilized in the weather control program. Weather data is also a required input to the VTRPE program of the RFMP system. Perfected weather control technology will enable a military to withhold rain, cause floods, cause drought, cause storms, withhold sunshine, damage food crops, and bring any country to its knees without firing a shot.”

”The fourth project in the atmosphere is the DARPA, Defense Advanced Research Projects Agency, biological detection and decontamination programs. The program also utilizes the mixture of barium salts as the base vehicle in aerosol along with special polymer fibers in the atmosphere. They have released biological into the atmosphere in trials, testing the detection and decontamination systems.”

”It is believed that barium salt, polymer fibers and other chemicals, in the atmosphere are the physical irritants that are either directly or indirectly responsible, for the recent epidemic increase in cases of nose bleed, asthma, allergies, pneumonia, upper respiratory symptoms and a noticeable increase in arthritis symptoms, recently reported nationwide. Chemicals illegally sprayed into the atmosphere are producing atmospheric and ground conditions detrimental to human and animal health but favorable to the growth of harmful molds and fungus. These conditions are not conducive to good health. The soluble salts of barium, an earth metal, are toxic in mammalian systems. They are absorbed rapidly from the gastrointestinal tract and are deposited in the muscles, lungs, and bone. No case data is available from the medical community on the long term effects of barium in the human body.”

”The programs are secret because the Federal EPA and State Environmental Quality Agencies need to "not know" about what the by-products of the metabolites of biological, illegal and harmful agents are. It's for that reason the project has been declared secret from the citizens of the countries.”

So, now we know and it is as much as we suspected, so I guess the question becomes, what next? As I enjoyed the fine southern weather the last couple days and watched planes, sometimes five at a time, leave their trails across the sky, I heard we were expecting a terribly violent storm and I wondered, why doesn’t everyone see the pattern?

And again the door to my philosophical brain springs open with a thousand questions and few answers, I’ve heard many express that seeing the chemtrails was life-changing, most remember the date as one would a traumatic experience, but I know that life-changing experiences only make us stronger. I’ve heard others express the idea that becoming aware of the activity overhead felt like they had been called, or chosen, for a greater purpose, similar to the characters in the movie Close Encounters of the Third Kind. But most just speak of fear, death and disease raining from the clouds and I am suggesting that if this a nefarious plot by the global elitist to harm humanity, then fear is exactly how they would expect us to feel and it is our duty to rise above that emotion.

“Weather modification was one of many areas in which the federal government, through both its armed forces and its civilian agencies, was funding scientific research aimed at improving our capacity to understand, control, and modify the environment. ...

“Weather modification was a highly contested topic, dating back to the establishment in 1953 of the Congressional Advisory Committee on Weather Control. Throughout the 1940s and ‘50s, there had been considerable enthusiasm for weather modification projects. In the early 1940s, Irving Langmuir and Vincent Schaeffer, at the General Electric Company, demonstrated that clouds could be modified by seeding them with dry ice pellets; Bernard Vonnegut demonstrated that silver iodide could do the same (thus inspiring the ice-9 of his brother, Kurt’s, novels).” ...


“In 1963, the Committee of Atmospheric Sciences of the NAS appointed a Panel on Weather and Climate Modification to ‘undertake a deliberate and thoughtful review of the present status of activities in this field and of its potential and limitations for the future.’ The report was issued in 1966. The tone was cautious, but the conclusion positive: ‘There is increasing but somewhat ambiguous evidence that precipitation from some types of clouds and storm systems can be modestly increased or redistributed by seeding techniques.’...."

“Why was I optimistic about weather modification, when so many others were skeptical? I considered my optimism justified on three grounds. 1) The basic understanding of the physical processes of the atmosphere had been achieved. The atmosphere was complex, but not mysterious. 2) High speed computers were making it possible to model atmospheric processes, including the effects of cloud-seeding experiments, and 3) A new array of instruments, particularly satellites, was making it possible to observe and detect atmospheric changes. Satellites in particular would soon make global coverage possible. It seemed to me that the nonscientific aspects of weather modification— political, economic, sociological—would prove far more difficult than the scientific ones. ...."




“In 1969, it seemed plausible that our activities could either lead to a disastrous ice age or to an equally disastrous melting of the polar ice caps. Interest in the topic mushroomed, and, as a member of the JASON committee, and through the MITRE Corporation, I undertook a series of studies, funded by the U.S. Department of Energy, Office of Energy Research, which convinced me that the scientific basis for the greenhouse effect was sound.” ....



RICHARD MULLER WRITING ON GORDON’S LATE CAREER

I had known Gordon since the 1980s when I became a member of JASON, a Department of Defense scientific advisory committee established in the 1950s, of which Gordon was a longstanding member.....


In 1990 Gordon left his job with the Mitre Corporation and returned to academia. His passion had evolved over the decades from pure science to the use of science to address world issues.....


He also served as the research director for international environmental policy at the Institute on Global Conflict and Cooperation on the same campus. He continued as a member of the Board of Directors for the Environmental Research Institute of Michigan and as one of the most active participants in JASON, with much of his effort directed toward environmental issues—which he considered to be central to U.S. national security. His academic research was largely directed toward climate—including some mysterious behavior in the radiation balance of clouds—and work in frozen deep-ocean methane deposits known as clathrates....

On weather and climate modification Gordon was one of the earliest scientists to call attention to carbon dioxide as a specific problem, to push forward the scientific understanding of the likely impacts of increased atmospheric CO2, and to bridge the science policy divide.....


A final word needs to be said on Gordon’s contributions to national defense and intelligence issues. Gordon served on JASON for 37 years.....

Gordon chaired the MEDEA Committee (initially the Environmental Task Force) of the Central Intelligence Agency, a brainchild of Senator (later Vice-President) Gore for the application of “overhead assets,” that is, information collected by intelligence satellites, to the solution of environmental problems. Here the intelligence and academic communities, two disparate communities meeting initially under conditions of mutual mistrust, developed over the years a feeling of trust and respect. Gordon was at his best, combining his unique environmental background with patience and perseverance. In 1994 the CIA presented Gordon with the Seal Medallion, the highest civilian honor of the agency......

I do like how The Telegraph has gotten it correct that the chemtrail disinformation is being peddled by rightwing radio shows. They are probably referring mostly to Alex Jones and Jeff Rense.

If one looks at the NASA Big Bluff Called thread here, they will see how closed-minded debunkers rely on the crazy theories to prop up their lack of evidence that commercial airliners create chemtrails.

I have gotten attacked because I had the nerve to speak the truth about the true nature of the operations. My explanation is the only one that adds up.

I like this person missgriffin77 because of the tags she used for her video. She put it in the news and politics section to begin with. Her tags were chemtrails, contrails, clouds, atmosphere, weather manipulation, and respiratory illnesses. I've seen better videos of chemtrails, but those are usually peppered with tinfoil tags and comments. For a video with only 391 views, there are already 36 comments.

Chemtrails are mostly for blocking out uv-b rays. That makes the most sense. Weather mitigation is second in line. Population culling and mind control are nonsense theories put out in conjunction with other astroturfing done such as with 9/11, the JFK Assassination, ufo's, etc.. It's all a big scam to deny us of our freedom of speech and association. The internet is rigged, no doubt about it.

A side note, I don't watch much television, but lately I've noticed a lot of shows dealing with spook agencies, and the general thrust is one of propaganda, that these are good people protecting our way of life. ********.

The ozone layer is shot. It can rebound but will take many years. In the interim the ptb's are spraying the fock out of the skies to create a protective shield. This doesn't mean I believe chemtrails are a good thing. Without exposure, there is no accountability. That such an elaborate disinformation scheme has been put forth by Patrick Minnis and NASA is evidence of some very sick form of patriarchy.

Geoengineering may be already going on. I used to think chemtrails were to combat global warming, but the more I looked into it, the more it makes sense that the chemtrails are for blocking out uv-b rays. Scientists have said that geoengineering schemes are harmful to the ozone layer. So what may be going on is a lot of multi-tasking. But one thing needs to be made clear. Kooky theories about depopulation have nothing to do with the truth. They are spread by disinformation to confuse, to give fence-sitters and newbies every opportunity to think chemtrails is as stupid an idea as a faked moon landing. They want folks to think conspiracy theories are all the same, that they are fiction. The trails we see are too low to have anything to do with geoengineering global warming. So ask yourselves what is the most logical explanation. We know for a fact due to low humidity readings that the fake clouds are not a result of commercial air traffic.

Impact of Geo-engineered Aerosols on the Troposphere and Stratosphere

Abstract:
Geo-engineering schemes have been proposed to alleviate the consequences of global warming by continuous injection of sulfur into the stratosphere. Volcanic eruptions in the past have shown that strongly enhanced sulfate aerosols in the stratosphere result in a higher planetary albedo, leading to surface cooling. However, the increase of sulfate aerosol surface area enhances heterogeneous reactions in the stratosphere that lead to ozone loss. The potential for exceedingly high Arctic ozone depletion in the context of geo-engineering is known. On the other hand, decreasing halogen compounds in the atmosphere result in a recovery of the ozone layer and lessen the potential impact of aerosols. In this presentation, two papers are discussed. In the first part of the seminar, the sensitivity of polar ozone depletion to proposed geo-engineering schemes is presented for future halogen conditions.

A significant increase of polar stratospheric ozone depletion in the Northern Hemisphere up to the end of this century was found as a result of geo-engineering, based on an empirical projection of past observations to future conditions. Further, the recovery of the Antarctic ozone hole was found to be delayed by several decades. In the second part of the seminar, results of the NCAR, Whole Atmosphere Community Climate Model (WACCM) are presented, studying impact of Geo-engineering on the troposphere as well as on stratospheric chemistry and dynamics. Besides the cooling of the troposphere, a decrease in the precipitation as a result of geo-engineering was found. Further, changes in stratospheric chemistry and dynamics slow down the recover of ozone for mid- and high latitudes. An increase of ozone depletion in polar regions was also simulated.


This is deliberate activity no doubt.
