"The Division of Atmospheric Sciences (ATM) recognizes the need for mid-size infrastructure to meet emerging demands of the research community it supports. For the purposes of this solicitation, mid-size infrastructure includes research equipment costing between $4M and $25M. Projects to be funded as mid-size infrastructure must have broad community support, and the facility or the data resulting from the facility must be widely used by researchers traditionally supported by ATM. Examples include in situ and remote sensing instrumentation, airborne platforms for research instrumentation, cyberinfrastructure needed to support observations and field programs, and upgrades to existing facilities. Design, engineering, and prototyping of mid-size infrastructure will be considered for funding only if there is valid justification for why this activity cannot be funded at the program level.

Selected projects will be funded for one or more years, not to exceed five years. The development of mid-size infrastructure is intended to be a long-term effort in ATM to phase in high priority science-enabling tools consistent with community needs, ATM goals, and the NSF strategic vision. "

This looks like a very good website.

The following link is to a blogpost on Dr Anthony Ferraro, a HAARP bigwig. I haven't a clue what is up with those nanotubes in the second image. The last one looks like smoking gun proof, that HAARP is used to manipulate chemtrails and the atmosphere in general.

The Blanket Effect

Postby Lophofo on Fri Mar 21, 2008 5:42 pm

Hey,

Thanks so much for the find, socrates. You always seem to be able to find hidden, obscure websites on the Internet which are of great importance. I've been checking out the site and have read more of the HAARP content. I'm excited to note that this goes back to the same info I have found during my research about UCLA being involved.

Here's the URL this is taken from: theblanketeffect.blogspot.com/search/label/HAARP

Image

"The importance of this result was that one could more easily generate ELF waves which would reach the lower depths of the sea to communicate with submarines. Obviously the Navy would have interest in this concept.

The Navy was funding the development of a new heater facility in Fairbanks, Alaska, since the current system was more intense and ELF generation could be much stronger and might find actual applications to Navy communications systems.

The facility was operated by UCLA, but Penn State was awarded a large contract to make the facility produce data and to access the capabilities of this facility known as HIPAS (High Power Aurora Simulator) - first set up to cause man-made northern lights - but that was not feasible.

We showed that one could almost always generate ELF signals, but the strength was strong during electrojet activity. (image at right of electrojet current structure, from metatechcorp.com)"

That statement right there shows me the funneling of research projects which may be of benefit to the military to bright professors and their students at different Universities and institutions.

There's no way that the U.S. Air Force could manage all of the research by themselves. There's no way the ONR (Office of Naval Research) could handle all of the research by themselves.

This is where places like the NSF and NCAR as well as UCAR come into play. These guys help funnel down the grants and research money to the appropriate places who will be doing the most beneficial research for the desired outcomes that the DoD, NASA, NOAA, USAF, Navy, and others are hoping will be discovered and then implemented into their military regime and strategy - be it for national security means, weather modification, communications, etc.

Ever seen gridded clouds that look like a Fishbone?

Then you should check out this site for an explanation: theblanketeffect.blogspot.com/2006/11/connection-between-electricity-and.html

Thanks. The beauty of that place is, that it's clearly got a way of talking about chemtrails and related topics without mentioning the word or showing videos and photographs of what us "chemmies" have been witnessing. I've always thought we could retake the word chemtrail. I've been naive about a lot of things, this could be one more thing I have to try to get out of my vocabulary, the word chemtrails. I'm gonna go with aerosal dispersals.

{Jeff Ferrell of KSLA Louisiana agrees. He can see that the word is getting in the way. If by chance his news report got the barium numbers wrong, that's ok, it happens. I am not sure what's up with that. It is something I'm trying to figure out.}

Here is the link to that website's articles on barium.

Oooh, Pretty Colors

(note: excerpt from page 181 of "The Century of Space Science", by J. A. M. Bleeker, Johannes Geiss, M. Huber, Published 2001)

The behavior of an artificial plasma cloud

The ionization can be observed not only spectroscopically but also directly with the unaided eye, because the barium cloud changes both colour and shape during the transition phase.

The non-ionized cloud radiates in several green, yellow and red lines of the visible spectrum. (image below from: new-england.net.eu)
Image

After the initial, optically thick phase, the radiation in the green (spectrum) is the predominant colour in the neutral cloud.

As the cloud becomes fainter because of photo ionization, neutral strontium - always present as an impurity - remains. It ionizes much more slowly and radiates in the blue. (image below from optics.kulgin.net)
Image

The ionized barium atoms have spectral lines in the violet, blue and red regions of the spectrum, resulting in a purple colour.

Hence the ionized cloud can be easily distinguished from the neutral one because the ionized cloud is purple and the non-ionized one is green and later blue. (image below from pictopia.com)

Peru Got A Whiff, Too

Title: Barium Cloud Test in Peru

Corporate Author: AIR FORCE WRIGHT AERONAUTICAL LABS WRIGHT-PATTERSON AFB OH
Report Date: NOV 1981

Abstract : In an effort to investigate the mechanism causing ionospheric irregularities to form in the equatorial region, an experiment was designed by the Max Planck Institute involving the release of two barium clouds in the F region just after sunset. (image below of sunset in Lima, Peru, from susanpmucha.com)

....

A few things stand out. The next time one witnesses a purplish sky or even a variety of colours, they could be looking at the effects of barium. Also, I think Bob Fitrakis revealed years ago that there were chemtrail operations coming out of Wright-Patterson AFB. Going by memory. Finally, Paul Crutzen, one of the more famous geoengineers, is affiliated with the Max Planck Institute.

Surfing The Web

Postby socrates on Sun Mar 23, 2008 12:19 pm

The only way to figure out chemtrails is to think outside the box. That means, for example, that one needs to transcend the word chemtrails. I found the following link using the search terms "atmospheric seeding artificial contrail clouds."

That took me to this link:
artificialclouds.com

{the author's emphasis}
Regardless of whether you believe the conspiracy theories, if you have been observing "chemtrails," you would probably agree that we need the public to be aware of this. If chemtrails are deliberate attempts to cover more sky area or modify the weather, the public has a right to know about it, and the U.S. government covering up such a project would be an unthinkable crime against the people. Public health could be in grave jeapardy from spraying chemicals and metals like barium and aluminum oxides-- this should not be done over a population.

If chemtrails are the natural result of larger, faster, higher-flying jets, it is almost as alarming; if we can affect the weather this drastically, we are covering up the effects of climate change, inadvertently cooling our planet temporarily while CO2 and toxic gases build up.

{My note- some chemtrails have been witnessed at lower altitudes, estimated at 20,000 feet.}

I appreciate that the author of this website takes the same approach we do here, that we are seeking out facts and ideas that are plausible.

If you have questions, answers or corrections, please email dave@dragonpearltea.com. (If you email me, please know that I am only interested in discussing proven or proveable facts). I also recommend reading about CLOUDSAT and the NASA/NOAA CRYSTAL FACE project (which tracks pollutant transport through the troposphere into the stratosphere) and being familiar with NASA's Strategic Plan and NASA's and NOAA's science missions.

I took his advice and checked out the Crystal-Face project.

If one clicks on the gallery, this is what they see.

The requested URL /cgi-bin/view_pics.cgi was not found on this server.

If one goes to the wayback machine for the gallery, this is what they see.

Robots.txt Query Exclusion.

We're sorry, access to cloud1.arc.nasa.gov/cgi-bin/view_pics.cgi has been blocked by the site owner via robots.txt.

My gut is telling me we might have been able to see images resembling chemtrails. I realise my gut isn't proof, but why aren't we able to see what was in the gallery?

From the references link, I did find this image. Chemtrails, anyone?

The presentations links are eye-popping. I checked out a bunch of the pdf's and took some screenshots.

Another good search engine phrase to try is "radiative forcing."

Is this next one about frankenscientists studying the effects of a chemtrail on the atmosphere?

Image

They sure seem interested in the upper troposphere/lower stratosphere, where most chemtrails have been witnessed.

Image

Could part of the chemtrail program be about blocking uv-b radiation?

Image

Is this proof that chemtrails are real? What was in that deleted gallery that has also been scrubbed from the wayback machine?

Image

Is this forum attacked so much, because it has gotten too close to the truth?

Image

Do these real institutions that can be studied use the words plume and contrail for chemtrails? Is chemtrails strictly now a word which is a rabbit hole in itself?

Image

Is this a barium cloud? Barium often times has a purple quality. Barium might explain a lot of the funky colours we see in the skies.

Image

Why do these look like chemtrails?

Image

Image

Reflectivity?

Image

Why aren't the most obvious explanations and theories for chemtrails discussed at the major chemtrail forums and websites?

Image

Why do disinfo agents like Et in Arcadia Ego talk about chemtrails being supersaturated ice from normal contrails? According to the following, supersaturated ice falls and evaporates. How can supersaturated ice then lead to complete white-outs without the help of deliberate aerosol operations?

Image

Image

Do chemtrails have mostly to do with radiative forcing?

Image

Who is this guy second on the left?

Image

Could it be Cliff Carnicom?

Thanks for the pictures.

Of course there are rainbows. But funky colours in the clouds seem to have a lot to do with barium.

The fact is that widespread weather modification is taking place. Today our Boston forecast called for sunny and windy. We got blitzed with trails from around 6-9 am. Tons of them.

You can really see the red and purple.

Last year, myself and m.a. basher saw a green cloud. It didn't look too organic.

Also, check out unidata.ucar.edu/publications/directorspage

I am delighted to welcome you to the web presence of the Unidata Program at the University Corporation for Atmospheric Research

I joined UCAR in January 2003 after spending nearly 16 years on the faculty in the Department of Atmospheric Sciences at the University of Illinois at Urbana-Champaign. I received Bachelor’s and Master’s degrees in Physics from the University of Poona in India and a Ph.D. in Meteorology from the University of Oklahoma. My research interests in the atmospheric sciences include studies of mesoscale processes and weather prediction. I am also interested in the application of information technology to enhance education and research in the atmospheric and related sciences.

Shortly after my arrival in Boulder, we laid out an ambitious plan for the Unidata program, submitting a five-year proposal to the National Science Foundation to fund the core activities for the Program Center. That innovative plan, built on the strengths of Unidata in providing a broad array of data and tools for use in geoscience education and research, reenergized us to develop software and systems for access, processing, management, analysis, and visualization of geoscience data. Those capabilities now benefit a diverse community of over 160 institutions vested in the common goal of sharing data. To wit, community is at the core of everything we do at Unidata.
